The 1991 Fleer Ultra set marked Fleers first entry into the growing premium baseball card market, designed to compete with products such as Upper Deck and Leaf. The inaugural Ultra set contains 400 cards and was distributed exclusively in foil packs. Fleer promoted the product as having a production level equal to only about 15 percent of its regular 1991 Fleer release.

Ultra also gave collectors a significant upgrade in presentation compared with Fleers regular 1991 set. The cards feature full-color action photography on the fronts and three additional color photographs on the backs, giving each card four different player images. The set was arranged alphabetically by team and then by player.

Samuel appears as card #168 in the Los Angeles Dodgers portion of the checklist, between Jose Offerman #167 and Mike Scioscia #169. This makes the card a nice premium alternative to Samuel's regular 1991 Fleer #218.
