The 1991 Fleer set is one of the most instantly recognizable releases of the junk-wax era thanks to its unmistakable bright yellow borders. The flagship set contains 720 cards, with players organized primarily by team. Samuel appears as card #218 in the Dodgers section of the checklist, alongside teammates such as Eddie Murray, Orel Hershiser, Mike Scioscia and Fernando Valenzuela.

This card was issued during an especially noteworthy season in Samuel's career. In 1991, he earned his third career MLB All-Star selection and his only All-Star appearance as a Los Angeles Dodger.
